Introduction
The Federal University of Medicine and Medical Sciences, Abeokuta education in medicine and other health sciences. The University in (FUMMSA), is a newly established Federal institution in Ogun State, compliance with the requirements of Federal Public Procurement Act Nigeria, whose establishing law was signed on 23rd February, 2023 by the 2017, is desirous of engaging the services of reputable, competent National Assembly. The institution focuses on Medical Health sciences and and eligible firms with proven track record and expertise to express allied professions. One of the mandate of the University is to encourage the interest, as Contractors in the under-listed projects to be funded advancement of learning and to hold out to all persons without distinction of through Tertiary Education Trust Fund (TETFUND) Special race, creed, sex or political conviction, the opportunity of acquiring a higher Interventions and Public Private Partnership (PPP).

1. ELIGIBILITY REQUIREMENTS
All interested Contractors are expected to submit the following documents:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) year (2023, 2024 & 2025) valid till 31st December, 2026; with minimum average annual turnover of N50 million;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2026
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (applicable where number of staff is at least 5 or at least N50m turnover)
e. Evidence of compliance with Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2026 or valid Certificate issued by BPP;
g. Sworn Affidavit:
* Disclosing whether or not any Officer of the relevant committees of the Federal University of Medicine & Medical Science, Abeokuta, Ogun State or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
* that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
* that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years- 2023, 2024 & 2025 duly stamped by the Nigeria Revenue Services (NRS);
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each JV partner);
m. Letter of authorization as representatives of the Original Equipment Manufacturers (OEMS);
n. Attach an undertaking on the Company’s Letter Headed Paper indicating willingness to work in areas with security challenges;
o. All documents for submission (Technical and Financial documents) must be in hard an soft copies PDF Format (Scanned in a Flash) and transmitted with a Covering/Forwarding letter under the Company/ Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Headed Paper must bear the Names and Nationalities of the Diectors of the Company at the bottom of the page, duly signed by the authorised officer of the Firm. Failure to meet any of the requirements listed above will result in disqualification of the Bidder.

2. COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect the Standard Bidding Documents (SBD) from the Procurement Unit, Federal University of Medicine and Medical Sciences, Abeokuta, between the working hours of 9:00 am to 4:00 pm daily, with evidence of payment of a non-refundable tender fee of Ten thousand Naira (N10,000.00). Payment should be made via REMITA, receipt generated online and confirmed in the Bursary of the University. Photocopy of the receipt should be attached to the Tender Documents.

3. SUBMISSION OF BIDS
Prospective Bidders are to submit bids for each Lot desired, both Technical and Financial Bids in (soft and hard copy). The hard copy should be submitted in two (2) bound copies (one original and one photocopy) each packaged in a sealed envelope and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, put the sealed envelopes together with their Flash Drive (containing the soft copies) in a bigger sealed envelope addressed to The Vice Chancellor, Federal University of Medicine and Medical Sciences, Abeokuta, Ogun State and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Procurement Department, Federal University of Medicine and Medical Sciences, Abeokuta, Ogun State not later than 12:00 noon on Friday 7th August 2026.

4. OPENING OF BIDS
Technical and Financial bids will be opened immediately after the deadline for submission by 12:00 noon on Friday 7th August 2026 respectively, at the University’s Conference Room, Federal University of Medicine and Medical Sciences, Abeokuta, Ogun State in the presence of Bidders or their representatives.

5. GENERAL INFORMATION
a. Tender documents must be in English Language and signed by an official authorised by the Bidder;
b. Tender documents submitted after the deadline for submission would be returned un-opened;
c. All cost will be borne by the Bidder;
d. Arrangement of Technical Documents in both hard and soft copies should follow strictly the order in the list above and appropriately paged. The Technical documents should have a table of content indicating the pages, where documents can be found. Failure to comply with this directive will result in disqualification of the Bidder;
e. Original of all the above-listed eligibility documents may be requested for sighting as at when needed;
f. Technical and Financial bid documents will be opened in the presence of Bidders or their representatives, and CSOs in the areas of Anti-Corruption and Transparency;
g. The Federal University of Medicine and Medical Sciences, Abeokuta, Ogun State is not bound to shortlist any Applicant and reserves the right to annul the procurement process at any time/stage without incurring any liability in accordance with Section 28 of the Public Procurement Act, 2007
